Livia Masters is a powerful psychic, who fought to evade Praetor Tilman aka. Mother Mayhem for several years in Praetoria. Tilman believed the girl possessed "Untold Potential". During a broadcast, Tilman referred to her as a "Psychic Fox" due to her ability to avoid capture. The moniker stuck, and "Fox" soon became one of the most wanted public fugitives. Her continued exploits earned her status as a Robin Hood style folk hero among the people of Praetoria.
After Livia's mutation manifested, her psionic ability quickly got her tagged by the Seers to be added to their network. It's believed that Livia's mother was also a powerful psychic who had managed to hide her abilities until her daughters powers emerged. When Powers Division broke into the Master's home, Livia was already gone. Both of her parents were taken into custody and current whereabouts are unknown. They are presumed dead.
Livia somehow evaded capture long enough to make it to a Resistance safehouse. It's assumed that she was given this location by her mother as a safe haven. The Resistance Wardens took her in giving her the basic military and combat training that all Resistance members recieved. Livia herself focused most of her spare time trying to understand and control her abilities, under the careful eye of the Resistance leader, known only as "Oliver". Her powers began to increase at astounding rates which was both impressive, and dangerous. Livia's psionic output acted as a beacon for Praetor Tilman and her Seers. Livia was eventually forced to wear a neural inhibitor collar, which suppressed her powers. This stopped the Seers from finding her, but also took away her formidable powers.
Despite needing caution when using her powers, Fox trained hard and learned as much as she could. Oliver took her under his wing, treating her as a protege and passing on his knowledge to her. Despite the danger, the Resistance was eager to put her abilities to use in order to gain information. However, Fox refused. Having been hunted by Tilman and her Seers, Fox had a strong belief in the sanctity of the human mind. She believed that invading the thoughts of others made her no better than Tillman. While met with initial friction, Oliver supported her decision in the end. They made a bargain; He would train her to be an Interrogator without using her power, in exchange she agreed to use her powers if the situation were truly dire. Fox agreed to the arrangement.
Under Oliver's mentorship, she became a formidable interrogator even without the use of her powers, eventually becoming Chief Interrogator for the Warden Faction. Aware of her physical frailty, she did her best to strengthen her body and sharpen her mind. She would eventually become a skilled tactician and intelligence operative, earning the respect of her superiors and peers.
When the situation was truly dire, and lives of civilians were on the line, Fox held to her bargain. If it seemed there was truly no other way, she would release the neural inhibitor collar and use her powers to get the information they needed. Fox never met psionic defense she couldn't get through, except Praetor Tilman of course. However, Fox's abilities and dedication to the cause advanced the Resistance's goals by leaps and bounds.
Objective: Rescue Resistance leader "Oliver" from Powers Division HQ
Operation Lead: Operative Fox
Operation Summary:
Following a crippling raid by the Powers Division, Oliver was taken into custody and moved immediately to their Headquarters for questioning. Despite low success and survival odds, Operative Fox volunteered to lead a rescue team to get him out. She believed that a full frontal attack on Powers Division was so brazen that they would never expect anyone to be crazy enough to try it. Fox was given free reign to plan and execute a plan as she saw fit.
Fox personally met with both the Warden and Crusader factions of the resistance, pooling super powered operatives from both sides under her command. The Wardens agreed to help free Oliver and the Crusaders agreed to help kill Powers Division, both sides getting what they wanted but all serving Fox's plan.
Leading a 15 man strike team of Supers, they brazenly walked into the front door of the HQ and struck into the heart of the Powers Division. They fought their way through the unprepared PD, successfully reaching and freeing Oliver. During the escape, Fox's team was pinned down by the regrouped Powers Division. They only escaped due to the unexpected arrival of non-powered Resistance members from both factions. Inspired by Liberty's strike team, they fought fearlessly breaking down the PD defenses and allowing the Liberty Team to escape with Oliver.
Operation Notes:
News footage of the escape later aired on TPN, showing Fox and the others fighting their way out. Fox was branded a traitor to the Empire, and is now a public enemy with her face plastered all over the network. However, word on the street is that many Praetorians like her. Why not, she's beautiful, smart, and she fought with a passion that was not only inspiring, but undeniable. This is a tide that can be used to our advantage.
Objective: Promote the Resistance to gain support and recruit new members through new "Propaganda"
Operation Lead: Operative Fox
Operation Summary:
Public opinion has begun to sway towards the Resistance after Fox's assault on Powers Division last week. We are attempting to capitalize on this by launching a new campaign of Resistance recruiting using Fox as our "Poster Girl". Since her identity is already public, she has nothing more to lose by putting her face out there. More important, Fox is becoming as much a symbol as she is a soldier. People who don't believe in Cole's regime see her as a modern day Robin Hood. I suppose everyone needs someone to believe in. The loyalists have Emperor Cole, and perhaps Fox will be our hero.
Operation Notes:
It's been one week since we launched our first round of Resistance "Propaganda". The results have been very positive. Our recruitment numbers have begun to steadily climb. I hope this is a trend that will continue.
Operation Lead: Operative Fox
Operation Summary:
Tired of Praetor Tilman's endless pursuit, Fox and the Resistance decided to make a bold move and finally strike back. Leading Resistance forces in what could possibly be the largest offensive to date, the Resistance forces were able to storm and overtake the Seer Network HQ. In a simultaneous combined strike, they were able to free the Seers from the network as well as shut down the entire system. The battle wasn't without it's casualties. Over 20 Resistance members were killed in the battle, with at least 10 more being taken into custody. Fox herself was nearly killed by a mental attack by Tilman herself. Though Fox survived, her recovery has been slow.
The Seer Network was running again in three days. Still, this strike sent a serious message to the Loyalists that nothing is beyond the Resistances reach. Perhaps someday the network will be taken down for good.
Operation Notes:
I had been hoping we could avoid this, however Tilman has continued to pursue Fox. We promised to help Fox deal with her, but promises were no longer satisfying her. She demanded action, and frankly she's too valuable to lose. We had no choice but to take action, however we can expect retaliation. We've now drawn the attention of Emperor Cole himself, and the Praetors. It's my fear that they won't stop until they finally catch Fox, and this new heat may be more than she can avoid. It might be time to get her out.
Fox was contacted by a woman known as Dame Destruction, who recruited Fox to ferry valuable Intelligence from Praetoria to Primal Earth. Fox agreed, taking the information and traveling via portal to Primal Earth. She was eventually able to track down the Government Organization known as S.C.O.R.P.I.O. contact and deliver the package. Free from the pursuit of Praetor Tilman, and with the new Intel in SCORPIO's hands, Fox stayed on board in their Psi-Ops Division. Though still new to the organization, Fox devoted herself 100% to the group. Hoping to prove herself, she has already begun taking the fight to the enemies of Primal Earth. However, her thoughts are never far from the true threat. Emperor Cole and his invasion force, and it's just a matter of time until the War begins.
Eventually, Fox became the leader of SCORPIOs "Psi-Ops" Division. When the final invasion of Praetoria began, Fox was there leading her forces in the invasion. While she was not part of the battle against the Emperor, they held off wave after wave, until Emperor Cole was defeated. People celebrated, but Fox collapsed weeping into her hands. Cole has eradicated his own people for power, and now, The Hamidon would devour whatever was left. Cole was defeated, but her home was doomed. She was now a refugee, a member of a endangered species. There was no celebration for her, no cries of victory. Just a walk though a portal to a world that was not her own.
Less than a week after that battle, Fox was called back to Praetoria by an unknown voice. She returned to her home, still in the process of being destroyed by The Hamidon. The voice led her to the Praetorian Well of Furies that Emperor Cole had claimed. Before her a small diamond like object floated in the air, and the Well made Fox a proposition. It would grant her it's power and blessing, and in exchange she would become the guardian of the gem. The voice claimed that Fox would retain her free will, and that the Well would only take over as a last resort, if she failed to perform her duty. The Well would not reveal the gems purpose, only that it was called "Praetoria's Heart", and that it was of vital importance. She had been one of Praetoria's most well known defenders, and it sensed her pain and loss after Cole was defeated. The Well had deemed her worthy to carry the Heart.
Already feeling lost and devoid of purpose, Fox accepted the offer. The glowing gem floated over to Fox, entering her body as she felt a surge from the Well of Furies power. Fox was granted the powers of Themis, Goddess of Order and Justice, and an ancient Oracle. Fox now shared the Oracle's ability to see into the past, present, and future. Also her psionics, which some already referred to as "Omega Level", were increased exponentially. Through her vast psionic power was now able to control Time and Space itself through sheer force of will. These new abilities made her the perfect Guardian for this mystery gem of power. In the distance the Hamidon could be seen wreaking destruction. She placed her hand over her heart as she looked around her home for the final time. She took solace in the idea that the Heart of Praetoria, of her home, would survive. That she could somehow still protect a piece of her home. So with her newfound power, she returned to Primal Earth.
After her return, she resigned from S.C.O.R.P.I.O., focusing her efforts on helping her fellow Refugees. She had live the life of a Soldier, a Traitor, a Folk Hero, and then ultimately as a Failure. She didn't know much about the life of a normal person. There was a part of her that longed to get away, to just be free and live her life as a normal person. However, she couldn't turn away from her people. She was famous to many Praetorians, for better or worse. Those that supported the Resistance found some solace in meeting their "folk hero", it gave them some comfort to have her there, assuring them that they would be alright.
Fox was working the Refugee lines and then, as was inevitable, came waves of loyalists. There was a strange silent and awkward moment as they met face to face. Fox smiled at them, handing them blankets and supplies, "All that is over with. It doesn't matter anymore who was right or wrong. We're all refugees now, and we have to come together as one people, as Praetorians. Maybe now, at the end, we'll finally become the people we were meant to be all along".
While the Praetorian's were lost, there was a fellowship that she had never seen before. Old grudges left behind and replaced with new hope. Hope for a second chance. Hope for a better future.
Despite her status as a Refugee, and the work she was doing to help those like her, she couldn't seem to stay away from danger. As crime and threats across Paragon City and the World continued to rise, she found herself drawn into the fight. She met with a powerful hero named Starforge, and eventually joined the ranks of his team the Global Defense Force (GDF). The GDF were a elite group of heroes prepared to deploy anywhere in the world, to stop any threat. It contained Heroes varying in power from "Street Level" to "Omega Level". Regardless of their powers, they learned to work together as a team, under intense stress and pressure. Fox was happy to be part of a team again, and did her best to contribute where she could
It was during her time at the GDF that she was able to complete her Masters Degree in Psychology. Given the Psychology training she received on her road to becoming a Master Interrogator, she was able to CLEP (College-Level Examination Program) many of her course credits. Once she received her Degree, she began offering free Therapy Sessions to the members of the GDF. It's impossible for most people to understand the psychological pressure that goes with being responsible for the protection of a City or even a Planet. Often, the very event that leads someone to the life of a Hero, tends to also be the most Traumatic. She did what she could to ease the stresses of the job in their off time. However when it was time to work, she was more than happy to be the cause of Trauma for those trying to wreak havoc.
As Fox became more active, she began to draw more attention. After all, there was a reason the Resistance made her a literal "Poster Girl". As curiosity about her began to rise, so did the tales of her exploits. Retold, for the first time, to a new world of people. The Praetorian stories painted her as a underdog, fighting against the tyrannical forces of Praetoria. Which was true, if not slightly embellished in it's re-telling. She began receiving offers from different Agencies, from Modeling to Casting for TV and Movies, to Adult film offers. She eventually hired a Hollywood Agent to manage the Traffic for her. Since then she has appeared on the Cover of multiple magazines, with no signs of slowing down. In fact, there are rumors that there is a major Motion Picture in development based on her life.
During her work as an Ambassador for the Praetorian people, Fox continued to meet not only Refugees like herself, but also other Military Veterans. Many of whom had also fought against Emperor Cole's forces. In her mind, they were alike in many ways. They all carried the same trauma of lost friends, sights that can't be unseen, and lines crossed in the heat of battle that can never be uncrossed. Fox herself didn't have many outlets, but one outlet she had discovered in her time on Primal Earth was a love of Horses and Riding. One week, she brought a handful of Veterans with her to the Horse Ranch she frequented. They had a great day, and as she watched her guests, she could see the burden lifting from their faces as they brushed and pet the Horses after a ride through the country.
This gave Fox an idea. A Ranch designed for veterans and refugees, to help them find peace and healing through a combination of peaceful country living, Equine Therapy, and good old fashioned manual farm labor. To get back to basics with a honest days work. No wars, no dire stakes, just farm work, hot meals, and cold beers. She began her search to find a Ranch that would be suitable for the endeavor. It needed to be "turn-key" and ready to go, but also have room for expansion. Fortunately, she found a Ranch in Montana. The Ranch owners Husband had passed away, and she had been struggling to maintain the Ranch. Fox flew out and met her in person, explaining what her plan was for the Ranch. The owner seemed pleased that the Ranch would remain, and be used to help those in need. She agreed to sell the Ranch, her asking price, considerably lower than what anyone was expecting.
Fox then reached out to Thomas Worthington III, CEO of Worthington Consolidated and head of the Worthington Foundation, the companies Charitable branch. After explaining the Ranch and it's purpose, she secured a Grant from the Worthington Foundation to the Praetorian Relief Fund (PRF) to purchase the Ranch and to cover the initial start-up. Once Worthington got involved, others followed their lead, donating more funds for the cause. Fox went on a hiatus from her hero duties in order to finish getting the new "Freedom Riders Ranch" up and running. She stayed at the Ranch for just over a year, making sure things ran smoothly, and personally handling Therapy until a full-time staff could be hired. Despite her status, she showed she wasn't afraid to get dirty, and earned the respect of the other Ranch hands with her dedication and work ethic. She has recently entrusted the Ranch to her staff, and returned to the Global Defense Force (GDF).
Fox began her life as a relatively "normal" Psychic, with the powers and abilities one would expect from such traits. However, as time passed she has tailored her abilities around both her beliefs and growths in power. Upon gaining the "Heart of Praetoria" from the Praetorian Well of Furies, her power increased exponentially pushing her easily to "Omega Level" if not beyond it. Now Fox's powers have taken on a more universal scale, able to alter Time and Space though sheer Psionic force of will. As such she's had to re-evaluate how to best use her power, and retrain herself according to her new limitations. Fortunately, for someone with her powers, time is something she has plenty of. Traveling outside of time, she trained her new abilities over what could have been years or decades. When she was satisfied with the results, she returned to the exact moment she had left, as if no time had passed at all. Unfortunately, with every power comes weakness, and every new ability comes at the cost of old ones.
Fox has become an army unto herself, thanks to one of her newest and most used abilities. Temporal Psionic Echoes appear to be duplicates of Fox, but the truth is a bit more complex. Using her powers, Fox is pulling Psionic Echoes of herself from alternate Earths. On some Earths Fox is very similar, on others she was caught and put into the Seer Network, or perhaps she became a Villain. Regardless of the outcome of said Earth, Fox is able to draw their Psionic consciousness to her through space and time, creating the temporal echo that is seen.
Due to Fox's life experience, few people hold a place of fear in her heart like Praetor Tilman. Tilman used her Seer Network and own Immense power to hunt Fox her entire life. Fox has learned to use that Terror to her advantage. manifesting her own fear into a horrifying Psionic visage of Tilman herself, composed of Fox's fear and fragments of Tilman's own Temporal Psionic Echo, making the malice it exudes all to real, and all too familiar.
The last Echo Fox calls remains largely a mystery, even to her. When she became the guardian of the "Heart of Praetoria" she became an Incarnate, gaining the power of Themis, Goddess of Order and Justice, and an ancient Oracle. Fox is able to manifest a Echo from that power, though it's true origin remains unknown. Is the manifestation of Themis, the Goddess made manifest? Is it the actual "Heart of Praetoria" gem that she guards, and the power within it? Perhaps even more terrifying, is it a manifestation of the Well of Furies itself? While she can't be sure of the true source, it's loyalty to her is clear, and it's power is undeniable
For all of Fox's power, she is certainly not invincible, and has her share of flaws and weaknesses. The largest of these flaws is her physical vulnerability. She is only human, and though she has received a soldiers combat training she is still no match for a Super or even "Peak Human" challenger. In fact, a highly trained female MMA fighter would likely defeat Fox easily. Fox has trained extensively to try to mitigate this weakness, but no amount of training can make her more than she is. The truth is that her physical self will never be a match for her mental abilities, and is about equal to the average female Marine.
As far as Fox's powers, they were always "strong", within the realm of "typical" psychics. Her abilities could be a Scalpel to carefully navigate someone's mind, or a Hammer to crush their mental defenses. Those days are gone, and now *if* she has two modes, they would be Hammer and Wrecking Ball. Her powers are now so strong, that she is no longer capable of the fine-tuned finesse that is required to navigate someone's mind and leaving them unharmed. Using her power to try to "carefully" navigate someone's mind would likely result in their Death or Lobotomization. Fox was never really comfortable invading the minds of others, and even less so now that she doubts her ability to do so safely.
Fox shares the soldier's mentality. She is often serious and focused on the mission. She views things from tactical perspectives, and has no problems getting her hands dirty to accomplish the mission. The war against Cole is all she's known for several years. Much of her personality remains a mystery as she has never really had the chance to relax and just be a person. She's always had to be a soldier first.
The one trait that has defined Fox on the battlefield is passion. Throughout history it has been passion that have driven ordinary men and women to become legends. Fox shares that trait, and her belief in her cause is unwavering. Her belief and passion gives her strength, and inspires those around her to take up her cause and fight back against evil. A fellow resistance member once watched her fight and described what he saw as "Brave, Brutal, and yet somehow Pure".
Fox has now devoted herself to helping her fellow Praetorians. As a "hero" of Praetorian Freedom, she has become an ambassador of sorts, working with government officials to try to improve the quality of life for her people. She also volunteers as Aid Shelters, and Food Kitchens. There is so much she still wants to experience like, movies, music, love. However, feelings of respite and joy tend to make her feel guilty, like she could be doing more for others.
