Frosted Jill is a teacher at Paragon City's School for Gifted Youngsters. She teaches mostly the control of powers, and the background the students all need to know on magic, especially dealing with magic-based powers of the gangs and wide-spread villain groups that the "kids" will encounter.
These days, she's the only remaining faculty at the school, and is engaged in finding places for the remaining students so that she can close up shop. She hopes to take up a proper teaching position at an active school after, but she has to get her students situated first.

Background
Jill Frosthelm was packed along everywhere by her parents, including on their trips to Nepal. This led to her being missing when their chartered plane went down in the mountains, and they were given up for lost in the icy cold. She emerged several years later, much changed, claiming to have been cared for by Yeti and a hidden sect of sorcerers. Whatever the truth of those claims, she seems to feel no cold, and doesn't like being too warm. The minor publicity died down, and she made her way to Paragon City to help out, as was rather the fashion at the time (in the immediate aftermath of the first Rikti war).
She has since filled in the time between bits of "heroing" by learning what she'd missed of formal education relating to the modern world, and even earning a master's degree in education. Much of her heroing has been versus the arson outbreaks from the Hellions, and the Paragon City Fire Department has issued her several commendations.
