HISTORY
Julianne Lemesurier was born to a French father of aristocratic background and a mother from Rhode Island, USA, who met while studying at the Sorbonne. Her upbringing was carefree and idyllic, her early childhood spent between the ancestral family chateau in the Loire Valley and trips west to the seaside, south to the Riviera, or east to the Alps.
When Julie was 6, the family relocated to America as he father was posted to the United Nations. To help with the transition, Julie was sent to live her maternal grandparents in Paragon City, Rhode Island, while her parents worked in New York City during the week. Summers and occasional holidays spent in France ensured she retained her roots.
Her latent psionic abilities first manifested at the age of 14 and she quickly drew the attention of the FBSA’s SAM division. Sensing they sought to embroil her in political espionage due to her father’s profession, she gladly registered as a metahuman but rebuffed their tutelage, preferring to focus on her studies and personal ambitions.
A gifted artist who loved to dance, sing and recite stories from a young age, Julie’s family indulged her creative side and she aspired early on to make a name for herself in the performing arts. She is currently in her last year of studies at Paragon University as a drama major and even obtained a supporting role in the musical "Elena" billed at the Morway Theater.

The daughter of a French aristocrat turned diplomat, Julianne Lemesurier is used to the finer things in life. An accomplished dancer, singer, actress and musician, don’t let her genteel demeanor fool you however: she’s a veritable tigress when she needs to be and her psionic powers are not to be underestimated.

Psionics: Psykey is a mutant psychic, manifesting both telepathic and telekinetic abilities of varying degrees.
- Telepathy: Broadcast and receive surface thoughts to communicate telepathically.
- Psionic Blades: Channel her psionic energy to her hands and manifest psychic blades which she can plunge into the mind of her targets to disrupt their neurons.
- Psionic Blasts: Project psionic bolts to strike at her targets from a distance.
- Telepathic Detection: Sense the presence of others within a given radius by perceiving mental emanations.
- Telepathic Invisibility: Render herself invisible by telepathically altering the audio-visual perception of those around her.
- Telepathic Confusion: Induce momentary fear or confusion in her targets, making them act erratically.
- Telekinetic Flight: Propel herself through the air at variable speeds.
- Telekinetic Strikes: Channel her psionic energy to her hands and increase the strength of her physical attacks.
- Telekinetic Blasts: Project omnidirectional blasts of telekinetic energy which can fling foes into the air.

There exists a Praetorian counterpart to the Psykey of Primal Earth. This Julianne Lemesurier is also a gifted mutant psychic but her abilities were honed differently and her life is the complete opposite.
She remembers nothing of her past as Julie Lemesurier. Perhaps it is for the best.
Her father was a high-ranking member of the Cole Administration who discovered his daughter's nascent psychic powers. Unwilling to see her rot in the Mother of Mercy Psychiatric Hospital or in the Seer Network, he altered her screening results and condemned an innocent girl to his daughter's fate instead. The truth was exposed when the girl perished as she began her conditioning and as punishment the Lemesuriers were forced to watch their daughter's capture before being executed for treason.
As Seer 9817, Julie survived the cruel conditioning of the Network and outperformed others to earn her "Psymitar" moniker, only gaining freedom when Praetor Tilman attempted to mindwash Praetoria: the trauma Mother suffered at a retaliatory assault upon her Seer Network severed her link to her charges, meaning that for the first time in years Julie was free from the tangled psiweb but no less damaged and twisted from her time in it.
