As a part of The Cole Administration's preparations to wage war against Primal Earth, both Anti-Matter and Neuron worked on a vast array of military projects. Keyes, hoping to create something to rival Neuron's Olympian Project, sought out another method of transforming Incarnate power into a mass soldier program.
 
Dr. Keyes dug into Cole's vaults and discovered a preserved drop of water from The Fountain Of Zeus, the mystical fountain Cole had drunk from to gain his superhuman abilities and his link to The Well Of The Furies. Keyes used this water drop as the basis for an Incarnate-powered engine; thanks to its Incarnate power source, this engine could provide power indefinitely like a perpetual motion machine. This then allowed him to build a next generation Clockwork warframe; packed with more powerful weapons than any existing Warworks creation, with self-repairing nanobots and the ability to channel Incarnate energy into its fists for devastating blows.
 
While the machine itself (dubbed "The Clockwork Olympian" by Keyes) was powerful, the project itself was a failure. The extremely limited amount of Well-enhanced water meant that these robots couldn't be mass-produced the way that Neuron's Olympians could. Keyes, bitter over the whole affair, shelved the project to work on other things demanding his attention.
 
During the Praetorian War, the Clockwork Olympian was deployed in a direct assault against Primal Earth. However, once activated and in the field, the robot simply fled the battle, to the utter bewilderment of both sides. The process of powering a robot with Well water had granted it a form of free-willed intelligence. This war-droid now wanders the world, finding sites of Incarnate power and absorbing them.

This often leads it to sites of conflict between heroes and villains (it participated in the fight against the death-god Mot in Dark Astoria, for instance, aiding in the fight against Mot while simultaneously attempting to drain some or all of its power).

Some have speculated that the robot isn't intelligent at all, but instead acts as a physical avatar for The Well; one that does not have a will of its own to resist it, unlike its other current and former avatars and champions.
