Olivia always thought her powers were useless, being able to glow and make loud noises. A far cry from the feats she grew up idolizing other heroes for, and so she sank into a life of normalcy. That is until she was caught up in a Freakshow Rave where in a moment of panic she learned that not only could she be a "One Woman Rave" but the more noise and light she produced the stronger she grew. And like a growing flame this sparked a drive in her to climb higher and higher and claim a childhood dream she long thought out of her reach.
Taking on the moniker of Jubilant she has taken to the streets of Paragon over the past few months to aid in cleaning them up. And woe to any thug or criminal that gets in the way of "The Living Flashbang".
Now if only she could do something about that constant ringing in her ears...
While an upbeat, energetic, and carefree type now, Ollie wasn't always this way. Her teen years were filled with angst and resentment, both at the seemingly uselessness of her powers and at what this meant with her place in how she saw the world. Luckily, after the events of The Freakshow Rave such morose feelings have been put to bed and she's returned to her old self. She can typically be found spouting sage wisdom of "don't worry" and "thinking about it is just going to make you sad, so don't" with a big smile, bubbling giggle, or mirthful grin. While she can be a bit of a jokester they are rarely, if ever, directed at anyone in particular or meant in any malicious manner.
Ollie has adopted the viewpoint that there's enough negative stuff out there without her adding to it. After all, heroes are supposed to make the world a brighter place, and she is uniquely equipped to do just that. Both metaphorically and quite literally.
While Jubilant's mutation is a mixture of her parent's various abilities the resulting combination has manifested in a rather unusual manner. Unlike most heroes Jubilant is unable to uncouple or use the abilities she possesses independent of each other. Instead they act as a singular ability that presents with what she refers to as "Side-Effects" with the core power causing the secondary abilities. It was for this reason that she initially thought her powers useless and without merit for the longest time as she never pushed her mutation far enough to properly understand it, thinking all she had were the secondary effects of using it.

- SOUND MANIPULATION
Much like her ability to produce light, Ollie's flashes also come with their own audio backing, her movements and attacks accompanied by sharp cracks of sound and booms of noise akin to thunder. This makes stealth really a non-option but for someone who tends to be as boisterous and glow as brightly as The One Woman Rave she doesn't seem to mind. And much like her light shows Jubilant has to take precautions as not to damage her own hearing. But the benefit of such an ability is that regardless of how resistant to physical damage an opponent might be few find themselves able to completely shake off the flashbang punches and are left shaking stars from their vision.

While not a technology based hero, or even one who uses simple gadgets, there are a few pieces of simple gear that Jubilant is reluctant to hit the streets without.
- KEVLAR-LINED JACKET
Not simply for style or flair, although some could argue that was a big part of its inclusion, Jubilant's jacket is constructed with an underlining of kevlar weave to help protect from cuts, abrasions, and heat. While using her powers she is technically faster than the average person but it doesn't hurt to have a little extra protection. And given the propensity of street thugs to pack bats and pistols she'd be foolish not to take whatever help she could get.
- TINTED GOGGLES
While many heroes sport goggles or tinted lenses to their masks Ollie's goggles aren't simply a cool fashion accessory or a bit of style. Since she isn't immune to the bursts of light her powers produce she wears a pair of heavily tinted lenses that help protect her eyes. This can leave her at a slight disadvantage in darker environments, but typically the light she simply produces by being active is enough to offset such problems at close ranges.
- EAR PLUGS
And the final bit of kit in The One Woman Rave's arsenal is perhaps the simplest but most important piece; a pack of disposable ear plugs. While the smaller usages of her powers aren't prone to causing damage they can be distracting and anything beyond that she is at risk of damaging her own hearing. So Jubilant keeps a pack, usually several, in her belt to both protect herself and any heroes she ends up allying with on her patrols.
