Joseph Dell'Orso is an inmate of the Port Oakes Penitentiary, a minimum-security prison farm loosely affiliated with the Rogue Island Police. His incarceration is apparently willing. On his 18th birthday, he scaled the perimeter fence and was arrested for trespassing. He has been seen in his gray work release uniform in Paragon City, Boston, New York, Philadelphia, Milan, Palermo, and both modern and ancient Rome, but he has not spent a single night of his adult life outside the cellblock. Whenever he leaves the grounds, he surrenders at the front gate at least 45 minutes before lockdown.
