This teen looks straight out of an 80's kids show. You know the one. Anyone who lived through the 80's does. Heck, ever since the series went streaming, an entirely new generation has discovered her. The "Pennie Power Hour." Her public service poster was everywhere in the 80's: "You, Too, Can Save the Planet. RECYCLE."
The real Pennie Power would be close to 50 now. Is this a promotion for a reboot? Everything 80's seems to be in vogue again, after all. Maybe a cosplayer?
Or... a real fan will recall the running gag through most of season 6. Penny would say to a frend, "Someday, we'll have a girls' night out and I'll tell you all about my adventures in time travel." The friend would reply back with a variant of "A girls' night out sounds like fun!". Penny would quip, "oh it was" to the shocked and confused look on her friend.
A sitcom gag? Or was there some truth to it?

Penny Powers' Earth Day poster certainly was iconic, but for many, the image was eclipsed by a more controversial one released after her show abruptly ended. Captioned “Call Me When You’re Serious About Saving the Planet," it featured her costume draped over a recycle bin in fill color the foreground, with her naked silhouette turning away from the camera, partly obscured by shadows in the background.
When Pennie first encountered that, in poster form, she commented to a friend, "I'm simultaneously mortified by something I haven't done yet, but so looking forward to doing it."
