Wacko

Wacko is a Halloween-styled vigilante who regularly fights against any worst crimes in the slums of Paragon City such as Kings Row. Often has a dubious reputation by the press and public opinion for his wacky antics and eerie laughter he brings when apprehending evil-doers. No one knows who he is or where he came from, one thing for sure; he's a wacko.
