This teen looks straight out of an 80's kids show. You know the one. Anyone who lived through the 80's does. Heck, ever since the series went streaming, an entirely new generation has discovered her. The "Pennie Power Hour." Her public service poster was everywhere in the 80's: "You, Too, Can Save the Planet. RECYCLE."
The real Pennie Power would be close to 50 now. Is this a promotion for a reboot? Everything 80's seems to be in vogue again, after all. Maybe a cosplayer?
Or... a real fan will recall the running gag through most of season 6. Penny would say to a friend, "Someday, we'll have a girls' night out and I'll tell you all about my adventures in time travel." The friend would reply back with a variant of "A girls' night out sounds like fun!". Penny would quip, "oh it was" to the shocked and confused look on her friend.
A sitcom gag? Or was there some truth to it?

Penny Powers' Earth Day poster certainly was iconic, but for many, the image was eclipsed by a more controversial one released when she turned 22, decided that playing a teen in high school for 8 years was enough, and took a more mature turn. Captioned “Call Me When You’re Serious About Saving the Planet," it featured her cheerleader-styled costume draped over a recycle bin in full color in the foreground, with her bare silhouette turning away from the camera, strategically obscured by shadows in the back.
Rumor is that when the time-traveling teenage Pennie first encountered that poster decades later (or... will first encounter... time travel tenses are hard. Will encountered, maybe) she said with a stunned expression, "I'm simultaneously mortified by something I haven't done yet and so looking forward to doing it."
Notes
Prof. Power and Pennie Power are often played interchangeably, as Pennie's time-travel exploits overlap Prof. Power's current timeline.
Attempts to tell Pennie any detailed information about Prof. Power results in her covering her ears and loudly proclaiming "spoilers!" until the other stops talking.
