A joint contract between the PPD and ATC, where the ATC provides prototype supplemental meta level personnel at economical cost. A compromise between the expensive and often unreliable 'Super Serum Super Soldiers' of the past and the needs of the PPD for agents that can handle meta-level threats.
Thus the Sentinel Program was born. A combination of Gene Therapy and Chemical Cocktails that acts as a catalyzer, enhancing (or triggering) low-level or latent mutant genes. While the process has been successful it still experiences an approximate 98% failure rate.
While all successful subjects also experience physical enhancement there are significant side-effects:
