Summary

Danial 'Kymeria' Yalton, not to be confused with "Chimera" of Pretoria, at our best knowledge seems to be a mutant human altered by several different species. It's unclear why he spells his alias with as a homophone, most likely to avoid being associated with or drawing ire from the Pretorian of the same name. His motives and actions so far support a freelance lifestyle and habits. Intelligence at this time isn't sure where this money goes or if it's part of some larger goal.

Background

Oddly, we've had contact with Mr. Yalton before several years ago in Paragon. The then-human had infiltrated a base code-named 'Longlegs' disguised as one of it's operatives who's uniform he stole before being detected by a DNA-locked door. Once detained Mr. Yalton confessed to a desire for 'easy money' looting the armory or whatever goods he could have gotten his hands on. The commanding officer at the time was at least impressed by his ambition and ability to even find and infiltrate the base and had offered a pardon from execution if Mr. Yalton volunteered for Project Capitol Hill.

Operation Capitol Hill: Paragon City continues to be Arachnos' first and foremost hard target on our path to global control. So far direct action has failed due to it's heavy population of metahuman heroes. Capitol Hill is a more subtle solution aiming to replace at least one house representative for Rhode Island and propose Arachnos favored legislation under our control. Instead of waiting for a re-election year and dealing with pricy campaigns who's funding can be traced back to us, our bio-R&D labs have produced an injected retrovirus that alters the infected into genetic material they make contact with. Incubation time is hypothesized to be between six to eight weeks. Plans will be put into motion as soon as we find a willing and bright/loyal enough volunteer to replace a Rhode Island House Rep -Arbitrator Wesly

Despite volunteering to save his own life, Mr. Yalton had escaped and evaded capture by faking an ill reaction to the retrovirus which lured in his cell guard. To which he disarmed of his mace and killed before fleeing out an emergency exit. We're unsure where he had gone between that period and when he resurfaced on the Isles, yet it's clear his mutations have come from Capitol Hill's retrovirus

Affiliations

Yalton seems to have connections to most of the criminal groups here in the Isles, including the Sky-Raiders, Family, Crey and Goldbrickers. Along with ties to a few arms dealers, fences and other information brokers. His relations to them seem to be purely professional and anyone we've questioned so far has had scarce information. Either paying for their services in USD, or paying him in USD or wireless transfers to Non-US bank accounts under stolen Social Security numbers. In event we do ever take action again Kymeria or need to twist his arm, these connections may be an option. It's also worth noting Mr. Yalton has been seen around a group called 'The Sinister Squad' lately, to what extent he's associated with them we're not sure yet.

Powers and Weaknesses

From what we've observed, Kymeria possesses superhuman strength and durability, footage we've recovered from our bases or other locations he's been found at show him taking several ballistic and/or energy rounds without much issue. Along with the ability to crumple plated armor with his bare fist or lift several-ton machines or vehicles. Recently he's been seen discharging bio-electrical energy and weaponizing it. We're not sure how exactly he's manifested these powers, yet we suspect it might have to do with his retrovirii infection, especially if it's gone into another incubation stage.

What Mr. Yalton doesn't seem to easily endure we've discovered are more exotic forms of harm. Electrical pulses, radiation, magical energy and most effectively, psionic assault. From this we conclude his durability comes from his dense muscle and bone structure and non-physical means are suggested to combat him.

Suggested Methods to Combat

If ever we do need to take direct action against Kymeria, our Anti-Metahuman combat experts have put together a basic outline of effective strategies to either kill or detain him:

*Psionic assault on the senses or neural structures followed by execution or detainment; depending on what is ordered.
*Power sappers much like Malta have used in the past, or high-amperage taser weapons.
*Anti-Meta neurotoxins delivered by high-caliber ballistic rounds.
*Sonic Weaponry designed to incapacitate through sensory disruption and overload.

Recent Sightings and Locations

Kymeria from our intelligence gathering seems to have several homes and hideouts. His main base of operations being a condominium in the Giza Casino. He's also been observed moving supplies to an abandoned tenet house on Sharkhead and a slum studio in Port Oakes. Basic surveillance has revealed he's set up explosive traps at the most obvious entrances to the Sharkhead safehouse and camera surveillance at all three abodes. We're unsure if he's done this on his own or with expert help, yet all his security precautions are novice at best and can be bypassed by our operatives.

Outside of his homes. We've seen Yalton making frequent visits to various bars, nightclubs and the Giza casino. Our most recent and public sightings of him were back in 2016 where he had seemingly helped the Goldbrickers raid an Aeoncorp lab in Cape of the Devil before vanishing from contact with most of his associates until 2017. It's also suspected he was responsible for the crash of the flyer in Grandville that had been carrying several tons of mutagen compounds, though only a few boxes had been stolen from the crash.

While Mr. Yalton doesn't seem to openly oppose Arachnos' goals for the moment. His recent actions should not go without retribution. Detainment or some other message that Lord Recluse is watching and displeased should be delivered. -Arbitrator Becklo, 5/16/2017

*Kymeria has recently been ID'd in the kidnapping of several heroes in Paragon City along with the rest of this 'Sinister Squad'. We're unsure of his motives, but it's very likely tied to his activity with them lately and the Longbow surveillance on his home. *Over the past few months Kymeria's been seen more and more often in Paragon City with the Sinister Squad, often committing blatantly destructive or harmful acts with them.
