Background
Life was normal for Cassie Brennar. She grew up in a relatively stable household in the suburbs of Philadelphia, Pennsylvania. She graduated from high school with honors and was accepted into a great college with Paragon City University--where she had always dreamed of being closer to the home of heroes. Though life certainly took a fork down into the strange after arriving, she nonetheless remained an average person throughout college--making friends with many of the costumed superheroes that also happened to be students of the same school.
She became a marine biologist and a shark conservationist, spending a lot of free time volunteering at the aquarium and going out on research projects studying aquatic wildlife--mostly sharks--around the world. For a long while, life was decent and she had very little reason to complain.
During one of her returns back home to Paragon, she became a victim of an industrial accident that put her in a coma from electrical shock. She was on her way to a lab to study certain shark skin samples, and she was carrying a volatile mixture of chemical agents. A nearby factory was attacked by the Freakshow and exploded with her nearby. The resulting explosion doused her in the mixture of chemicals and mutated her with the shark skin samples she had been carrying. When she was discovered by EMT's she appeared to have been normal--unconscious, barely fighting for her life and rushed to the hospital. When she was admitted, they found any injuries she may have sustained were healed--they had made the assumption that Cassie was just unconscious for no discernible reason. She was placed in a room to rest, while her body was going through metabolic and genetic changes. She woke up from her coma after six months.
The discovery of her abnormal supercharged healing was, by itself, a shock--but Cassie would find during her recovery that anything electronic that she touched with her bare hands would surge and burn out if she couldn't contain her powers. She learned that she developed the ability to essentially be a superconductor for the electrical energy around her. She was able to harness this energy to send bolts of lightning to strike foes and transmit amplified electromagnetic waves around her to soothe and energize allies to keep them in the fight. One benefit is being able to tap in to the electrical energy around her to allow her to run at near-supersonic speeds.
Following discovering that she now had powers, becoming the kind of person she idolized, she immediately set about to work. Fortunately for her, being in a city where superheroes were a common fact of life made it exceptionally simple for her to adapt to her new lifestyle. She quickly made contact with trainers and costume designers around the city to form her identity. Combining her abilities with her love of sharks, the name came easily for her--and she would, from then on, be known as Static Shark.
Appearance
When the accident happened, Cassie was doused with the combination of chemicals and shark skin samples she was carrying--the chemicals were intended to be used for an unrelated experiment by a colleague. During her recovery in the hospital her body went through an extreme metabolic shift. Her skin had turned into a brighter gray with a lighter undertone along the front of her torso and she developed a set of shark-like gills just above her ribcage under her breasts. The gills do serve a practical purpose as they help her swim and breathe underwater for long periods of time, though she doesn't have access to her powers when she's submerged which makes her effectively powerless in those situations. Despite the change in cosmetic appearance, her skin is as smooth as a normal human's. She has long hair that is swept back in an elaborate fashion, mostly to make it more aerodynamic for her to move at higher-velocity speeds.
Personality
Cassie is a simple person with simple needs. She's keen and observant, optimistic, upbeat and largely carefree. Some heroes that have worked with her remark that she's focused when she needs to be, but a conversationalist when the opportunity arises. She pursues everything at a much faster pace due to her super speed enhancing her senses. She possesses a photographic memory, being able to recall information almost to the detail--which helps her remember obscure trivia, as well.
Costume
Designed by the amazing folks of ICON, Cassie had to make certain the uniform she put on was suitable for her needs.
Her primary super-suit was originally designed for firefighters and is made of a reinforced tri-polymer, making it heat and abrasive resistant to help withstand her moving at high-velocity speeds. Its aerodynamic design also allows her to maintain control and balance while moving.
Powers
As Static Shark, Cassie can harness and manipulate the natural electromagnetic energy present around her, and is able to generate a constant field of this energy to fuel her abilities. Through manipulation of particles, she can transfer these energies from one target to a selective group of people around her in order to energize and sustain her allies and cause shock trauma to her foes. This does present something of a problem whenever she has to deal with anything that runs on electricity--as mere touch with her bare hands can short out or overcharge equipment. She tempers this through the use of specialized gloves fitted with tiny relays that redirect those energies back through her hands. To anyone else, this would be similar to getting a static shock, which is thankfully harmless to Cassie.
A lesser-known mutation that came about as a result of the accident, Cassie had gained the ability to swim like an aquatic animal. This has very little practical use in her work around Paragon but it becomes useful to her when she has to go out on research trips to the middle of the ocean. She is also able to breathe and see underwater without requiring any apparatuses.
By further manipulating this energy and combining it with friction from when she runs, she is also able to run at supersonic speeds and jump great distances and height with enough momentum. The only way she's been able to explain this is by imagining running on a self-propelling treadmill that just gets faster the harder one pushes, to a point where the energy being used to power the treadmill transfers through her legs allowing her to constantly pick up speed.
She is also able to swim faster while underwater, but the effects are muted in comparison.

Static Shark has made several notable enemies among super-powered villains.
Scorchblur
A supervillain that can emit and manipulate intense flames, is also a speedster, and a skilled close-quarters combatant. Scorchblur can be considered Static Shark's biggest rival, being one of the few other speedster villains she's gone up against. During their first encounter, Static struggled fighting against her due to the sheer intensity of her emitted flames making it difficult to get close to land a hit. Since then they've gone toe-to-toe in several encounters across Paragon City.
New Glory
Although not a villain in any way, Static Shark and New Glory has butt heads together on more than one occasion--mostly with disagreements on morality when solving a situation. New Glory is a former Air Force pilot that became involved in a training accident that resulted in the loss of a military jet fighter due to mechanical failure. She was rescued in the Alaskan wilderness but was found completely changed for unknown reasons. She has the appearance of an anthropomorphized bald eagle that has physically humanoid characteristics. Instead of being discharged from the military, she was dressed up in a costume for promotional reasons and paraded around by the Air Force as their "All-American Avian Aviator." She would fly with the Air Force for several more years due to her mysteriously-gained ability to fly but eventually get discharged so she could return home to Paragon City. In the time since New Glory took up vigilante work within the city as she had great distrust in the system of politics and bureaucracy. Compared to Cassie, New Glory is far more cynical and calculating with some moments of brevity and usually deals with situations directly--with her guns.
