A relatively new face to Paragon City crimefighting, not many details are known about Psyche Storm's personal life. Her FBSA profile lists her legal name as Sarah Townsend, a librarian in Steel Canyon. She fights crime when she can using an array of psychic powers and notable athletic abilities. Not everything appears to be as it seems, however, and multiple top-secret investigations are under way to determine the truth of her identity.

History
According to official records, Sarah Townsend was born August 3rd, 1994 in Newark, New Jersey, and spent her entire early life there. She received a library sciences degree from community college and moved to Paragon City roughly two years ago. Acquaintances note that she is notably hesitant to talk about her life before moving to Paragon. FBSA resources indicate that she started to use her psychic powers to fight crime soon after moving.
Powers & Abilities
Psyche Storm is a notably powerful psion, and multiple reports indicate the ability to shut down entire rooms of criminals without so much as throwing a punch. She is also a notable psychic, being registered with the FBSA as precognant. Multiple reports note her athleticism as well, which combined with her precognition can make her a difficult foe to pin down. One of her notable, signature powers is Mind Link, which allows her to extend some of that precognition to nearby teammates.
Quirks
Those who know Sarah note that she nearly always keeps her hands and wrists covered. Speculation varies, and her unwillingness to discuss the issue has led to theories running rampant.
Investigations & Controversy
Police records have revealed a troubling tendency for criminals she has fought, especially dangerous ones, to turn up dead, not by psionically induced wounds, but knife wounds. No investigation has uncovered evidence that Psyche Storm has ever used a knife before. Of particular note is the nature of the blade that has to have caused the wounds, a long, thin blade uncomfortably similar to the ones used by Arachnos' elite assassins, the Widows.

The Murder Report
Dated January 23, 1998, this [PPD] report details the murders of Anton & Katya Derevyanko, green card workers from Ukraine. Due to the nature of the murder weapons the couple were almost certainly assassinated by Arachnos Widows, although the exact motive is unknown. The murderers were never found and it is considered a cold case.
The Missing Person's Report
A report detailing the couple's missing daughter, Annika, was originally filed, but it has been damaged and is now blood stained and a sizable portion has been cut off. The surviving report was discovered during the murder of PPD detective Gerald Barnes, and is believed to be an attempt by the murderer to hide the information formerly on the report. The nature of this information is unknown.
Isidora Dupree, Arachnos Fortunata

Isidora Dupree is a member of Arachnos' elite [Fortunatas]. She is the protégé and adopted daughter of Fateweaver Dupree, who subjected her to strict, rigorous training to hone her skills to where they are now. FBSA & Hero Corps reports consider both Duprees to be very dangerous.

The woman who would be known as Isidora Dupree was born Annika Derevyanko, daughter of Ukrainian immigrants to Paragon city. She was abducted by the powerful Fortunata and eventual Fateweaver Anette Dupree, who sensed the child's psychic potential, in a brutal murder-kidnapping.
Anette would subject Isidora to exceptionally harsh training even for an Arachnos Widow, turning her into the cold-blooded killing machine she is today.
Powers, Abilities, and Equipment
Precognant Psychic
Like all of Arachnos' Fortunata Seers, Dupree has psychic abilities that include being able to sense the future. The signature expression of this is the powerful Mind Link ability, which extends that to her teammates, and unlike many Fortunata, who require rest periods while using it, Dupree can maintain the ability almost indefinitely.
Powerful Psion
Dupree is well trained in the powerful mental abilities of a Fortunata, often allowing her to subdue foes without even drawing her twin blades, and has occasionally been noted to subdue entire groups with merely a though.
Widow Training
Like many Fortunata, Dupree has undergone extensive training as an Arachnos Widow assassin, and is notably competent in her close combat abilities and feats of athleticism, and excels particularly well at masking her presence from the senses of those nearby. This combined with her precognant abilities make her exceptionally dangerous in combat.
Widow Blades
Nearly all Widows have fist razors and long, thin assassin's blades, but Isidora takes hers a step further by having them surgically embedded into her hands and forearms. While painful, this allows her to excel at deep cover assignments.
