A perfectly healthy young man, by all accounts. His natural mutations haven't left him with any complications or concerns. It is worth noting they did not fully come in on their own. Rather, Ellis was admitted to the Steel Canyon Medical Center in 2017 for sudden onset pain, bone fractures and physical changes in his legs and feet. After tests were run Ellis was diagnosed with a mutant genome sequence and prescribed mutagenic accelerators and opiates to save him the pain of growing in his hooves and other physical alterations over a few weeks instead of several months. -Doctor Ali Gadhavi, M.M.D.

Powers and Vulnerabilities

Mr. Novak fully qualifies for metahuman classification. His mutations have left him with superhuman-level strength that we've been able to gauge in over a quarter-ton of lifting and dragging capacity. His leg muscles however exceed that, and he has been able to exert much more force with his adductor, biceps femoris and popliteus muscle groups. We've also tested his walking, running and sprinting speed and all were far above baseline human threshold.

Not only this, but his Cardiac physiology has grown to match his increased muscle density and growth, as well as his nervous sensitivity and reaction time. His average reaction times being around 0.05 of a second per swing on the "Whack-A-Mole" test machines we keep for our speedsters. -Doctor Ali Gadhavi, M.M.D.

I see no point in withholding Mr. Novak from a Metahuman Law Enforcement license. All said he's very physically fit, even before his mutations grew in. His family has a history of military and law enforcement service. He's emotionally sound and all his powers leave little chance for collateral damage. It would be a waste to keep him serving the community. -Sgt. Toley, Freedom Corps

Security Concerns

Ellis' father, better known as the late hero Mustang was a recent casualty of the Praetorian invasion not long ago. I have some concern about Ellis' desire to serve as law enforcement after such a loss and how it may impact his judgement with Praetorian natives and refugees. -Dr. Danial Masters, L.P.A.
