"Hey! Secret identity?"

"Hmph."
"You may have seen her around the waterfront, docks or beaches lately. So it's time to let one of our newer heroes introduce herself. Tell us a bit about yourself. Where are you from? What got you started in the hero business?"
"Well...."
Backstory
Early days
Ever since she was a little girl, Kasey loved the beach and the water. Her family would take a trip every few years somewhere - the northeast, Nags Head, Florida, California. She even got to go to Hawaii and Australia. She grew to love beaches not just for the sand and water, but for the differences in them. She loved exploring them, and her family always knew they could find her walking through the sand and surf.
Boats were fun, too, from the little paddleboats her dad thrashed around with her in as a kid to fishing boats and the occasional yacht.
Despite all this, she never learned to swim. The first attempt was a disaster, and follow up attempts - there always seemed to be something. The class filled, something came up, that sort of thing. "But, hey, that's what flotation devices are for, right?" After a while, it just got to be a "we'll try again sometime in the future" thing.
Even getting a pool didn't help. And being invited to pool parties at friends' houses - she'd find something to float around with, hang on the edge or stay in the shallower parts. For all her love of water, swimming just evaded her.
She finally started college, got in with a good group of friends. When spring break came up? Well, one of those friends had a boat. So, of course, their little group was invited for a day on the water.
It was all going well - it was a really nice boat, some of the others went swimming off the back. Kasie just sunned herself on the back deck. But Jim wanted to show off the kick this had, so most everyone got back in the seats. He was paying more attention to his girlfriend's built in flotation devices when he gunned it - and Kasie, who'd just gotten up to get back in a seat, fell off the side, unnoticed.
A ... bargain?
Kasie sank. She could've sworn she was sinking faster than normal, but that could've been the panic.
Things were getting dark when she hit - something. And she heard a voice.
"You seem to be in trouble, little one."
When she realized she was resting on a giant claw and was looking at a dragon, all she could think of is "oxygen deprivation." She wasn't sure if that would chuckle at her or not.
"No, little one. I've stopped time for us, for a moment. You are drowning, I'm afraid. If I let you go, you'll die in less than another minute. You still have water in your lungs. I'm here to give you a choice." Kasie waited as the delusion considered her. "One, I can eat you. I can make sure you won't feel it, and it'll be quick. More merciful than drowning. Or, I've felt you splashing around. I know you love the beaches and waters. For a long time, I've had guardians whom I've empowered to watch and protect the waterways. I can do this for you. You'll never have to fear drowning again, though you'll be linked to the waterfronts, mostly.
"Which will it be, Kasie - snack or guardian?"
Like that was much of a choice...
