Susan is a nobody. A self-described "gutter rat" from King's Row, she has had to rely on herself for most of her life. She has no superpowers. No formal training. Her home was about as broken as it gets. Under the assumed name "Dakota Doe" she has worked as a stripper and a street walker. Only a fierce intelligence, a knack for organization, and an extensive contact list separate her from any of the rest of the Row's trash.
So how has this girl from Kings managed to cast a city-wide shadow?
Biography
Early Life
Susan Smith was born to sex worker Jane Williams. Jane, not wanting a child of her own, gave the girl up for adoption almost immediately, starting a decade and a half of Susan being passed around from foster family to foster family. She had a bad habit of lashing out and causing trouble from nearly day one. When she was about 15, Susan, upset at the system continually failing her, sought out and eventually found her birth mother, moving in with her. Jane was still ill equipped to care for a minor, forcing Susan to develop the skills she'd need for the rest of her life. By adulthood, she was working the streets doing whatever was necessary to make ends meet.
Gang Involvement
Part of this "education" was knowledge of the various gentlemen who entered her mother's home, at this point a veritable who's who of King's Row's criminal element. By 19 she found herself the favorite arm candy of a local thug leader King G, who quickly noticed the girl's knack for keeping his money, his people, and his weapons in order and where they needed to be. Sarah, by now going by Dakota, found herself with a crash course in the supply side of gang warfare, and came to excel at it, helping to organize various operations across various gangs.
The increasingly organized activity wouldn't go unnoticed by the PPD, especially the Row's own cop turned superhero, Blue Shield. Under his leadership the police began an intensive sweep of High Park, Big G's own home turf, who would eventually fall during an intense police shootout. The operation winded down after that, the police believing that they'd "gotten their man" and that things would quiet down with him gone.
What went unnoticed was the true organizer of the crime wave, hiding in plane sight as just another of King's Row's callgirls. After the operation she got to work, quietly uniting the remnants of several of the gangs caught up in the sting into their own unified force under her leadership.
Arachnos Employment
This organizing would eventually pay off in a job offer. Arachnos "Agent Lycosidae," leader of a deep-cover group working to destabilize Paragon City, would approach her on a King's Row street. His cell had a shortage of negotiators, and from her reputation Lycosidae felt she would be a good fit. Hesitant at first, Dakota was quickly swayed by the size of the Arachnos war chest available to the agent - and by extension, available as her paycheck - and she's worked for the cell ever since.
Abilities
Superpowers
Dakota has no known superpowers. She has roughly human baseline reflexes, stamina, and senses, and due to her petite frame, below average strength. She is not known to meddle in magic or advanced technology to make up for this, with a few notable exceptions.
Equipment
Dakota tends to put more resources into arming her crew than herself. She prefers to arm them with a variety of rapid-fire arms and large-caliber handguns, aiming for close to medium range fighting. She only spares herself a small-caliber revolver.
