Even the Malta Group needs internal affairs personnel - people entrusted to make sure that individual cells, or even individual Directors, don't let their secrecy and nigh-unlimited budget go to their heads. The Oversight agents are widely distrusted, but we are seen (by loyal agents, at least) as necessary evils.
